Yes. Panel work is permitted and inspected work. IES pulls the permit and coordinates the inspection as part of the job, so you are not managing that yourself.
It depends on your actual and planned load, not a rule of thumb. We run a load calculation first. If 100A genuinely covers you, we will tell you that rather than sell you capacity you won't use.
